 | Victoria rejects Murray-Darling Basin water plan again
Victoria has again rejected the commonwealth's $10 billion Murray-Darling Basin legislation as it pushed through the federal parliament.
Premier John Brumby says the legislation before federal parliament was "a fundamentally flawed plan".
"A billion dollars on new bureaucracy, intrusion, rights of entry on the farms, open slather in terms of water trading, the ceding of state constitutional rights - we can't agree to all of those things," Mr Brumby told reporters.
He said he believed federal Water Minister Malcolm Turnbull had been "scuttled" by the prime minister who was intent on picking fights with the states in the lead-up to a federal election.
Mr Brumby said Victoria wanted to adopt a national plan, but this was not the right one.
Victoria has proposed its own cooperative legislation for the Murray-Darling Basin.
This includes setting up a ministerial council to be controlled by the federal government and letting the Australian Competition and Consumer Commission (ACCC) regulate water markets.
Mr Brumby said legal advice to the government indicated Victoria had strong grounds to challenge any move by the commonwealth to take the state's constitutional powers.
NSW Premier Morris Iemma has written to the prime minister expressing his disappointment that it appears compensation would only be paid to the states if they all agreed to the plan.

Agnes Water often called Agnes Waters and it is common for Lady Musgrave Island to be called Lady Musgrove Island and Captain Cook to Captian Cook and Capitan Cook or Captan Cook, with the Town of Seventeen Seventy now known as 1770 that would be hard to misspell for anyone.
