The Northern Territory government has been condemned for refusing to allow car manufacturers to test vehicles at unlimited speeds on outback roads.
Speed limits of 130km/h were adopted by the territory government in December last year, in a bid to reduce a road toll three times the national average.
The opposition said the government had ruled out introducing a permit system to exempt motor vehicle manufacturers from the open road speed limit.
Opposition transport spokeswoman Fay Miller said the decision could cost the region $9 million because the manufacturers would take their testing business elsewhere.
"This is another bitter blow for the people and the economy of central Australia," Ms Miller said in a statement.
"The struggle to make ends meet for many people in central Australia just became more difficult as a consequence of this short-sighted decision."
She said up to 15 engineering teams had been testing vehicles between Alice Springs and Tennant Creek during the summer period for the past 20 years without incident.
"I understand that industry was only looking to use 100 kilometres of the open road for testing," Ms Miller said.
"The introduction of open road speed limits slammed the brakes on that local industry - today's decision killed it.
"The business that previously flowed into Alice Springs and Tennant Creek will now be lost to South Africa and the Middle East."
A 130km/h speed limit now applies on the Stuart, Arnhem, Victoria and Barkly highways and there is a 110km/h speed limit on all other roads, unless otherwise signposted.
Until the changes, the Northern Territory was the only place in Australia, and one of the few places left in the world, which had no speed limits and demerit points, introduced in most Australian states in 1969.
